The Penguin found a home and operations base in the Arctic World Pavilion of the abandoned Old Gotham City Zoo. The Penguin and the Red Triangle Circus gang form an unusual alliance with the amoral business magnate Max Shreck, plunging Gotham City and its inhabitants into a frenzy of fear. As a tribute to classic toy lines, The Penguin figure is fully articulated and wears custom-tailored fabric clothing, including a posable coat with wire.
